"0": "The Sashes were founded in 280 Northreckoning (1312DR) by the retired sellsword (and, some say, masked Lord of Waterdeep) Durnan, in response to blatant disregard for the Watch and the Laws that had grow common in the poorer areas of the city, especially Dock Ward. The Sashes were originally formed by Durnan to accomplish things in Waterdeep that the Watch couldn't be asked to do and things that the paladins among the Lords would never agree to. They actively seek out and punish unscrupulous merchants and dealers in shoddy or false goods (the numbers of ambitious magelings swindling ordinary citizens with the aid of fool's gold spells has decreased dramatically since the inception of the Sashes), detain burglars and other petty thieves for the Watch, liberate the slaves of visiting southerners (especially those from Calimshan and Thay), and make certain persons or items \"disappear\" (such as an aide to the Luskanite ambassador, who was found to have raped and killed three festhall employees while in the city on a diplomatic mission). \nThe banishing of the Shadow Thieves some two decades earlier had shattered their control of the city's underworld, leading to a period of increased acts of petty thievery and random violence, mainly by gangs of toughs asserting control over their newly-established \"turf.\" This cycle of terror culminated in 279NR, with the death of Zelphar Arunsun, husband of the Open Lord Shilarn, at the hands of evil sorcery. \nOriginally founded by local citizens and business-owners determined to take back their streets from the toughs that infested them, the Sashes quickly turned into a secretive vigilante group with the naming of Piergeiron, a paladin and officer of the city guard, as Open Lord. Upon recieving the Lordship of the city, Piergeiron set about curbing the lawlessness of the city's southern wards, bringing in the Guard to aid (and, in some cases, supplant) the Watch in their efforts. Unfortunately for Durnan's group, Piergeiron was unamused by the vigilante tactics employed by the Sashes, and instructed the Guard to arrest anyone engaged in such behavior. Durnan's status with the Lords enabled him to have detained agents released but the whole situation, along with the noticeable drop in crime, convinced him that the Sashes could better serve the citizenry if they didn't have the watchful eye of the Open Lord constantly upon them. It was at this time that the group stopped wearing the bands of crimson that had served to identify them, along with their tactics of walking the night-darkened streets en masse, torches and cudgels in hand, daring local toughs and bravos to cross their paths. \nCurrently, few of the Lords of Waterdeep, know the Sashes true goals and that they work for Durnan. Khelben Blackstaff knows the truth as well and, while his goals and those of the Red Sashes have clashed at times, he often works closely with Durnan, for the good of the city of Waterdeep. Piergeiron, while disapproving of the bands methods, currently does little to inhibit their activities. Some speculate that he might do the same, but for respect for law and order in the City of Splendours.",
